Recalc reads from a (non-existant for fictional players) historical Lahman file.
Non-Recalc uses the standard OOTP player development engine.
You can have development on and recalc on at the same time but you may get highly unusual statisical results.
Historical players that play beyond their career end pretty much keep the ratings of thier last real life year but ageing eventually wears them down, Unless you have both development and recalc on of course. Then it's a crapshoot.
