I think you've answered your own question here. Catchers need more days off during the season than standard position players, thus the low plate appearance statistic. Catchers tend to get nicked up more during the season, which affects plate appearances as well.

Since the Hall of Fame doesn't have written qualifications for players, catchers are generally compared with other catchers rather than positional players.
