Hey howsabout that for a title?

Let me set up my question...

I want a minor league Class A league down in Mexico to be a combination of boys the American clubs send down to develop and local Mexican players.

Is there a way to have a mix of these two sets of players without using feeder leagues?

My OOTP league is going strong some 25 seasons now with maybe only two crashes and I don't want to add an element that busts my universe.
