Yes it can, because one of the players who I looked up that had this happen to him was out with a torn finger tendon, which has no possibility of being a CEI...
In fact there needs to be some tweaking to this setback-retirement system, because although it is great to have it, the player I referenced above was a 26 year old LF stud who was batting .323 in 137 games that year, was to be a free agent after the season, and the setback was only 2 weeks. With his whole career in front of him, and a huge payday on the line, there is no way this player would have decided that 2 more weeks of rehab weren't worth it and to retire instead... This type of thing should happen to players who are out with serious injuries and/or are past their prime so they realize rehabbing that long might not be worth it to them...
