Catcher one played just over 900 innings and had 98 SB atts against him. Catcher 2 played just over 600 innings and had 5 SB atts against him. Both had the same pitchers. I'd be glad to put a screenshot up of them if needed.

Someone -- I think it was Ronco -- actually collected serious data on this, so that's what I am going by. My own observations seem to support his conclusions. However, IIRC, he did say that he found arm rating made a difference when it was over 20 (i.e., more than 200 on the 250 scale). So that seems consistent with what you found.
