I've tried several fictional leagues and looking at the inaugural draft pool and I cannot replicate this issue. Have you by any chance got a filter turned on - click on the filter button and choose 'clear' if it's available.
If you have got a filter turned on, could you zip up your .dat files and FTP them to us as per the instructions in
http://www.ootpdevelopments.com/boar...-files-us.html and we'll have a look at it.
