The only players in the draft in historical leagues are the players who debuted in the majors that year. None of the other players exist so everyone is drafted high.

You may want to try the Gambo db for OOTPx as I believe it may have corrected debut dates. I have never used any version of this db so I could be wrong. The Spritze db also has partially corrected debut dates. Those are the only two I am aware of that may get you closer to RL debuts and I believe the Gambo is probably closest.
