Yes. Also factor in the overall level of scouting accuracy (in Global Setup) and the amount of budget money being spent on scouting. So you may get a scout with blue numbers for ratings and he may still be inaccurate in some areas, or overall.

True. However, the manual also says these two things:

The other thing you should check out is if you indeed want him to be the director of scouting I think you are going to have to manually assign him because I think the AI typically promotes the next highest level scout to be your new director of scouting.
I don't think that last sentence is accurate (unless they changed it in OOTP X); I think the situation might be that the guy is holding out for a while like a free agent would. Once he accepts, if he accepts, the job that he was offered, he is automatically assigned to it by the game.

Once again I am not sure of the accuracy of my answers, maybe one of the HOFs can comment or verify .
