OSA is a scouting organization filled with drunks, criminals, blog commentors, and the members of the band, Creed.
Your scout is the head scout of a team of trained professionals. They have expense accounts, and like to hang out in bars, so, they are not perfect. They have biases and limitations, but, they are pretty accurate.
OSA will give you a decent guess to the talent level of a player. Your scout will give you a much more informed viewpoint of a player.
As a player ages and gains experience and playing time, both reports will become more accurate.
I place little value in OSA reports.
