A stolen base doesn't open up a bigger inning really. It's a one-run strategy, like a sacrifice bunt. The runner tries to move up a base to get closer to home, increasing his chance of scoring, but that certainly does nothing for the runners after him which are necessary to have a big inning.
And if the runner gets caught, it loses the chance at one run, and further decreases the chances of a big inning.
The stolen base is a one-run strategy.
