You need to be in Commissioner mode for both of these things. Game > Add/Edit Human Manager and turn on Play In Commissioner Mode.

Editing a player - Go to any player, you'll now see an Editor tab on their player screen next to the Player Page tab.

Creating a player - Go to your Free Agent screen and down below you'll see the Create Fictional Player button.
