Ok I found a work around for this. For some reason, the charges only occur if the player is not on the 25-man roster. I simply promoted him to my major league 25-roster and released him. Viola, no additional charges.

For some reason if he is on my minor league affiliates, I would get a monetary charge. Not sure if that is a bug or not.
