Posting this here in order to have proper bug reported for this. As confirmed by a commish from a different online league this is indeed something that occurs. Per Markus, this behavior should not happen.

This is probably more obvious in online leagues then solo play, when an owner (or commish) pushes the Action button "Ask AI to set up complete Minor League System" it occasionally releases players from the minor leagues for no obviously apparent reason. (Occurs even when roster limits are not an issue)

The problem is expanded as often the players that are cut are among the organization's best prospects, sometimes including that year's #1 draft pick.

I will look to try to find a save file that can replicate this issue as well.
