Scouting nationality question

The manual seems to place great emphasis on what nation your team's scout is in as it relates to how scouting money is distributed.

The manual states:

Money spent on scouting major league players. This includes players from any parent league in your game that are in the same nation as this Scouting Director
My question is, what nation is the Scouting director in? Is he in the nation of his birth or the nation of his team? Means a lot if you are the Toronto Blue Jays, not so much if you are the Yankees. This could dramatically change the way you allocate your budget and the manual really doesn't explain this well.
