This used to happen to me as well. If I recall correctly, I believe that it actually is still uploading, but for whatever reason it doesn't update the percentage until it reaches 100%. I never fixed it, but only because I stopped using the game to upload the reports. Try letting it run even when it stops at 81% and see if it finishes at any point.
