Has anyone else seen anything like this?

Teams set their scouting budgets during February, and they "stuck." None resulted in going over budget for the year. However, many of them reverted to $2 million during the sim to the beginning of spring training.

I know for a fact that at least some of them were "set" (not left "as is" from the previous year). I also know for a fact that these were not caused by lack of money in this year's budget.

This is an online league, but I'm not sure that is a factor.
