You are confusing the reports with the league file. If it has "reports" in the name, you have created, archived and uploaded the reports, which are all the pretty webpages that show team pages, standings, etc on your website.
In the game, go to Game, Game Setup. Then click the Online Options tab on the right. On that page, be sure to check "Enable Online League Mode". Then a set of options will appear on the right, one of which says "Upload League Files". Click that and the rest should be easy if you follow what we wrote in the above posts.
