I want to expand upon the reasons which justify the above suggestion. But in keeping with the required format:

SUGGESTION
Signing bonuses for drafted amateur players (and for pro players too).


REASON
Signing bonuses for amateur players are actually quite important. It was, and still is, a considerable portion of a major league club's expenditures. Due to the rise in signing bonuses overall, less wealthy teams are finding it more difficult to pursue their desired draft picks because they likely can't afford the asked signing bonus.

There's another financial managing aspect as well. Drafted players signed to minor league contracts have their salaries tightly controlled by the Major League Rules; clubs can only pay players what the rules specify regardless of the level of their selection in the draft. Thus the only way to "reward" a player for signing with one's team is by offering a signing bonus as these are not subject to rule limitations.

The one other alternative is to offer a drafted player a major league contract; a player signed to one of these is not subject to any salary limitations, and thus the club can pay whatever amount of salary it wants to the player. The drawback is that the drafted player is now on the 40-man major league roster right away, and thus will likely get quite a bit less time in the minors to develop and gain experience.

These same kinds of choices should be available to players in OOTP.
