if you raise the number of AB's on the strategies tab in game setup it will add offense to your minor leagues.

OR

you can edit each of the the modifiers as you feel is necessary.

Somewhere on the boards is an excellent explanation from RonCo as to why this occurs for all minor leagues. This is just part of the way the game works and you will need to make these adjustments for every year of your game as they all revert to the default settings during the off-season.
