I transformed one of the existing OOTP skins into a team-related skin I wanted and found myself with the same problem. In the *.skn directory there is a textcolors configuration file with a list of color combinations in use in the skin. Find the combination (of R,G,B #s) that looks like the color you want replaced and then enter the color you want. You probably want to backup that file in case you don't get it right at first.
As an example, I wanted to change the text colors in the top buttons (File, League, Team, etc.). It looked like a dark gray so I looked for a number that could create that color and saw "150, 150, 150" and changed that to the color I wanted, white: "255, 255, 255".
I'm sure there are plenty of FAQ and how-to threads on this that have a much easier or quicker description of how to do this ... the description above is simply how I did it.
