I'm not sure if this is what you want but I always adjust the AI Trading Frequency to Very Low and the Trading Difficulty to Hard. This reduces the number of trades across the league but also drops the number that come across my desk. Both of these are found under Game Setup>AI Options.

As you mentioned, you can also change the settings in your Manager Options. You can remove the tick next to "when you receive a trade proposal" under Exit Auto-Play. This will mean that some offers will expire before you actually see them.

I'm not sure why you are getting trade offers all of a sudden. It just may be that you have players in a certain positions that other teams lack.

Trades can still occur after the "trade deadline" so long as all players involved pass through waivers.
