That would be Hartford's David McCullough. He is still active, and he won 6 Cy Youngs so far and lead the league in WHIP 13 years in a row and in ERA 8 years in a row.
In his last season he was 26-1 with an ERA of 1.43, including a no-hitter, the best I saw so far.
He's 36 now and is still a contender for another Cy Young Trophy or two.
