I'd play B in RF because he's got the arm. The 1 rating is almost certainly because he has limited experience there which you'll eliminate eventually by playing him in RF everyday.

I'd play C in CF, he has the best OF range and he's an experienced CF

That leaves A for LF and his rating should increase as his playing time in LF goes up as well.
