Ideally, if your league has already been created, you should put the photos in:
yourleague.lg\news\html\images
If you put them in
data\photos, the game will pick them up when creating new players or when starting new games, but I don't believe it will pick them up for players that already have fictional photos created.
(Someone correct me if I'm wrong here, it's possible.
