I think PadresFan would agree that there really isn't any competition between those who host mods. Mod Squad was loaded with OOTP 2006 and 2007 stuff and now PadresFan's site definitely is the most well organized and easily accessible now that Mod Squad is gone. My AllSimBaseball site is available for whatever mods anyone wants to share but I consider it more of an alternative to using Rapidshare or those other web based services that try to get you to pay for premium accounts so your uploads and downloads will be faster.
That said, PLEASE upload at AllSimBaseball(it's 100% free), then DO give PadresFan the link to your mod. While it'll be readily available on AllSimBaseball immediately, PadresFan's site is much more organized, and my site can always serve as a backup or a mirror because I do not actively seek out mods to host on my own. 
If you have the time and webspace, consider collecting OOTP mods and sharing them. If PadresFan or I kick the bucket
