If you are in your first year, your minors (I'm not sure how many levels you have) are not full as you only get the players that actually played in the majors that year. It takes a few years to build up the total number of players available. I have had some years when there were only 5-8 players in the minors per team.
Also, have you actually "seen" these players retire or just found that they had retired? You get messages toward the end of the season which of your players are retiring. That way you can see how many and who are retiring.

Imported the entire Gambo database. Still had to unretire several hundred players.
The players are signed. They are moved up and down in the minors. At the end of the season in the minors, massive amount of the players that I unretired reretired.
