fhomess, it's been a long time since I've looked at this customization stuff (getting there some day when updating the manual
)
But, I suspect that the ethnicity values in ethnicities.txt are overriding your nations.txt settings. Honestly, I can't remember if that's the intention, but I'll bet dimes to donuts your problem is in ethnicities.txt.
Gotta get some sleep now, though.
