I would go into GAMESETUP/LEAGUE SETUP/CLICK ON YOUR LEAGUE/STRATEGY
And then verify that you do indeed have 1925 settings. Click on the year and make sure it reads :
relievers: very rarely
closeres: very rarely
etc, etc.
It's very strange that this would be happening if the 1925 settings were in, can't think of any reason it wouldn't work and have never seen it fail.
Then verify you have all of the appropriate historical modifiers checked that you wanted.

Again I would verify that you have a player placed something within the 'Spot Starter' area. It's not going to matter if it's set to 'start highest rested' or 'strict order', if a pitcher is within the 'Spot Starter' area with a percentage higher then '0', he's going to eventually start a game when it's needed, or randomly. Also make sure that the spot starter is not within the rotation already. Further, I'm not completely sure, but if you are using him within other areas of your bullpen, he might be getting tired and has never been ready to start a game.
