This is not a patch (I suppose that you have downloaded the little one). What you have to do is to replace your executable with it. Normally you will find it there :

C:\Program Files\Out of the Park Developments\OOTP Baseball 9

Place the file there and it will replace the old ootp9.exe.

Just make a backup of the original in case something goes bad
