We have 4 independent AI leagues in our universe. We don't apply any special rules that govern signing free agents from these leagues; it's open season once they hit the market.

However, my advice would be to do quite a bit of testing to make sure the players coming out of these leagues are neither too weak or (of greater concern) to strong. The last thing you want is a flood of foreign talent rendering your draft pointless. Keep the PCMs for these leagues toned down and you should be okay.

One other bit of advice: make sure average salaries for each talent level are equivalent with your major league. If they're set lower, independent leagues will be able to sign free agents for less money than teams in your human league.
