similar issue
I have encountered a similar problem. I started a new fictional league and with scouting on found that all players in the initial draft were rated one star. Needless to say, I abandoned that league. I've successfully started two or three other fictional leagues since then without that problem.
I've got other persistent problems, but I'll file them elsewhere.
(yes, I am a mac user)
