OK, now I'm having this same problem. I read Andreas' post in another thread about how installing to a custom directory allows all of the files to be in that directory rather than dumping a bunch of files in the Documents folder. So I decided to clear out my OOTP9 folders in the Applications folder, the Documents folder, and also in /Library/Application Support/ which is where I think there were some copy protection things. Those may have been for OOTP8 though. Anyway, I deleted everything I could find related to OOTP and tried to reinstall to a directory on my second hard drive partition. The install went fine, but when I tried to load the game, it immediately crashed. I checked the Console log and found this:

6/25/08 11:21:14 PM com.apple.launchd[439] ([0x0-0x618618].com.yourcompany.ootp[37058]) posix_spawnp("/Volumes/Data/OOTP9/OOTP9.app/Contents/MacOS/OOTP9", ...): Permission denied

6/25/08 11:21:14 PM com.apple.launchd[439] ([0x0-0x618618].com.yourcompany.ootp[37058]) Exited with exit code: 1

I'm running Mac OS X 10.5.3, Powerbook G4 (PPC). I followed my own advice and tried running the Disk Utility's repair tool for the hell of it, but it didn't help.
