Really, the best thing to do is create your league, back it up and then test with various settings. You have to find what works best for you in your settings.
For me, I use this for historicals:
Ratings = 20
This years stats = 45
Last year's stats = 25
2 year's ago = 10
There are all sorts of variables, so try them out and see how that affects things.
ALSO, give your teams a bigger cash allowance in the League Setup/Rules section. You don't want them dumping them for salary purposes. The whole financial aspect of ootp9 is still be analyzed and tweaked.
