Good work with this. Just a thought here, if you are styling it on the football world cup then why not have each league as a Continent.

Then if you wanted to you could do as they do with the world cup and have a different number of qualifiers from each continent. This way you could set it up to allow more in from a Concacaf (to use the football region) so as USA/Canada/Dom Rep etc would have more chance of reaching the 'finals' . Again, more from Asia and less from Europe etc.
