Hit Ctrl + Alt + delete and go to the task manager to see what is eating up your resources.
It is a good idea to make sure you don't have a lot of programs running at startup (which then end up running in the background). You may also want to test your PC at a site like
PC Pitstop: Free PC Diagnostics, computer help and Tuneups. They have a scanning tool that is free that recommends tweaks to your setup. I think it has a list of startup programs that are running and suggestions of which you could disable (any maybe how). On Vista you can also view startup programs on your control panel/programs, "change startup programs."
