Teams do have their own individual nationalities, independent of league nationality. Markus is saying the league's draft pool is to be generated on the basis of the
combined nationalities of all teams within the league. The question is, will a foreigner limitation then be applied to each team based on that particular team's nationality, or on the combined nationality grouping of the league.
