I don't think the cap will be a major issue in Season 1 if we do the following:
- Commissioner does not release names to waiver wire until after the half-way point of Season 1.
- The waiver list will be small at first (10 or 12 fighters per weight class)
- No fighter on the original waiver wire shall be rated over 8 (prime)
The hard cap number should not be a factor until fighters start moving to "Prime" The league can probably make it though the Season 3 draft before the cap is really in play.
Also, by not filling the waiver wire with high rated fighters, teams will not be able to load up with superstars early - every team should be equal for the most part.
The league should be allowed to mature with everyone starting at the same point. With trades and late season waiver activity, the owners should have more than enough to do before having to deal with cap management. Also it will allow the new team owners to be on an even playing field with the UTBA-I veteran owners.
