My suggestion was to not use any of the fighters that were on the 16-man "active" team Season 5 rosters. This does not include any fighters that had previously been on a roster but currently were either on a UTBA Minor League roster or were sitting in the waiver pool.
These excluded fighters would be made available via the Commissioner's discretion for the following season's draft in the manner that the UTBA-I drafts were run.
As for having a 16-round initial draft w/ all 24 teams, I don't think that this is feasible. I suggest that we conduct the initial draft like we did in UTBA-I. Each owner would submit a list of 16 fighters to the Commissioner IAW the the ratings point guidelines in the UTBA rules for the expansion teams: (This may have to be tweaked b/c I remember being allowed to pick 1 10- or 11-rated fighter)
EXPANSION TEAMS:
1) Expansion teams joining the league will start with a 95 rating points cap for the first year. All expansion teams will select two fighters in each of the 8 original weight classes (HW,LHW,MW,WW,LW,FW,BW & Fly) using the following guidline for drafting their team.
2 fighters rated 9
2 fighters rated 8
2 fighters rated 7
3 fighters rated 6
3 fighters rated 5
2 fighters rated 4
2 fighters rated 3
Also, I propose that we use the initial draft-cap of 95 (prime rating) instead of 105 like we did in UTBA-I. This will allow teams a bit of wiggle room when it comes to trades during the season.

Once the lists are compiled by the Commissioner, all duplicate choices are tossed out and the team owners will be notified to make secondary choices.
This may take a while, but it worked in UTBA-I.
