I think what you are asking is whether version 9 will be that much better than 8 to invest the price of buying the new game (at a discount perhaps for previous buyers, but that's up to them).
The obvious answer is that you are going to have to wait to see what OOTP9 offers and make up your own mind whether the enhancements are worth the price.
