Your Transactions screen should show your big league roster and several minor leagues. Look at the big league roster, it should say 25/40 somewhere to show that you have 25 of 40 possible players on the roster for Spring Training.

But did you go to the end of ST? Once you sim to the end of it, regular roster rules apply. That's if there are different roster rules during ST - I honestly have no idea. I try not to think too deeply into what OOTP does or doesn't do with some of the rules. |
I'm an '03, but I haven't been on this board or played OOTP since around '04. Saw that OOTP8 was available at only $20 and figured why not
