That sounds pretty ambitious; I have not heard of a roster set that includes real players from foreign leagues. You may want to scan our Mods forum yourself, or PadreFan's mod web site: Templates

But your best bet may be to use a Cubby's roster, or the one that comes with OOTP 8 (that one does include real minor league players; I'm not sure about whether the modders do the same), then add some foreign leagues yourself and do some editing to have some Matsuzakas in the game.
