Historical/Fictional help

I searched for this but never found an explanation of how to do it, just that it can be done.

I want to set up a post-strike baseball universe starting in 1995. I am going to take the 14 largest MLB markets and the 14 of the largest Eropean and Asian markets and create a world baseball league (yet to finalize a name, either WLB, WBL, or WBA). I want to import real players and have an inagural draft (I was thinking about having the MLB teams draft first and each make their first selection an existing player from their 1994 team. Can I set the inagural draft order and manually draft the first 14 players and then let the CPU do the rest?). I also want to draft historical rookies (preferably when they made their pro debut, not MLB). I'm just not sure how to do all of this.

From what I can tell, the only way to do this is to create a historical 1995 league. Then create a new league structure with minors how I want it and then delete the MLB model that was originally created. I'm just not positive that's how to do it or if there is a more simplistic way.

Since I'm using larger markets I'm thinking of upping the ticket prices and media contract about 20% and the avg player salaries 10% to compensate for many of them having to play overseas. I also want to do a revenue sharing so that every team can compete and no team can buy up every player. I wish I could take the entire profit from every team and then redistribute it evenly. Would that be accomplished by setting the cash max at $0? What if I was to set the cash max at sat $5 or $10 mil to reward financially savy teams? What pitfalls would I encounter?

Any other thoughts, suggestions or tips are welcomed as well.
