You will be able to scout the draft class after it is announced so you don't have to scout either of your feeder leagues. But if it's me I scout both.

The reason is you should have plenty of scouts to accomplish the tasks at hand. I have four feeder leagues for my MLB structured league. Two HS and two college leagues. I have one scout look at the college leagues and one at the HS leagues. Each league takes approx 160 days to quick scout so both scouts are busy for 320 days per year. This leaves them 45 days to completely scout my organization and the new draft class.

I like this because it keeps the scouts busy for the entire year and also let's me get a sneak peak at the up and coming draft classes.

FWIW I only play a MLB structure so don't have to send scouts around the world looking for talent. So if they weren't scouting the feeder leagues they'd be idle a lot of the time.
