I checked the code, and this is exactly how it works. So there needs to be something else going on...
Those experiencing trouble, are the teams from the same league? Cross-league waiver claims are not supported.
Also, keep in mind that there is a pullback option, so when a player is on waivers and claimed, he might have been pulled back because the user wanted it that way.
