I hope you've managed to solve this problem, but if not, there are many ways you could get enough pitchers onto their roster. If you repeatedly have problems with incomplete rosters, you should probably enable 'Ghost players' in Game Setup. It may also be that you need to make your amateur draft longer, so that teams have enough players. And, from the Manager menu --> Options, you can enter Commissioner mode, which would allow you to sign pitchers for the team in question, or even change the positions of some of their batters so they become pitchers.
