Maybe it's just poor planning. They sign these guys, then maybe sign a couple more or make a trade or two, and then they are in money problems and need to cut guys. Remember, there's reason it's called Artificial Intelligence, they don't think like we do. As much as Markus is trying to code it so the game thinks more like we do, it just can't happen. So while trying to trade someone, even for a fringe prospect just to get something for him seems great to us, the AI might think "We didn't get anything worth him", not thinking the "I'll take that just to get something for him" logic.
