Overall ratings (OVR or star values) rescale from league to league. I don't know about the 2-8 scale. I know that the 1-10 scale has a direct correlation to the ratings shown in the editor (/20), as does the 1-100 (/2). Seeing as how 2-8 is meant to mirror real life scouting values ... it may rescale. I've never used it and thus never tested it.
