tysok's explanation is definitely correct- if you delete retired players who don't make the majors, the player ids get used again, but the game does *not* erase the scouting reports attached to that player id. When the id gets recycled (assigned to a newly created player), e.g. in the amateur draft, he might still have old scouting reports that really belonged to a completely different, now-retired player. Don't trust those reports!
If you switch off the 'delete retired players' option, you won't see this problem, but really the issues with id recycling should be fixed. There were serious issues with international scouting and id recycling that have been corrected in the latest patch, but there are still lingering issues like this one.
