Can you look at some other teams now? Do they have similar decreases? It should only take a moment to access their Player Development Report lists (assuming that leagues with scouting regularly populate them - I don't tend to use scouts).
There are some odd known issues revolving around available money that are being worked on. Those likely include your problem with trades.
