I'm not really sure what you mean by that. If you mean Europe combined into one nation, I haven't seen that, but I don't think it would work very well, seeing as how Europe has so many different languages and there are only 4 names sets per nation.
If you mean editing the name sets so all 40 available name sets in the game are European, then I may have some sets that would be useful to you. Most major European name sets are already included in the game, but I've made a few more--for Romania, Hungary, Latvia, Iceland, Malta...If you or anyone else is interested I'll post them at ootpmodsquad.
